Expandable menu and re-use best practices - SL2

Hi all,
I have a contextual menu, with a dropdown that I intend to reuse on a number of slides.
Previously, this has been implemented by use of duplicating slides, but I would prefer to introduce a template for this.
As the slide master does not support states, I have built this using placeholders, layers and multiple triggers. It works as follows:
- Textbox placeholder on base layer
- Picture for open/close on base layer
- Textbox placeholder on second layer
The placeholder on the second layer cannot be edited and so, while fully functional, it is just a blank textbox when expanded.
Does anyone have a recommendation on how this could best be implemented? The issue is that the size of these textboxes may change too, so using placeholders allows this on the base layer.

Attached example with both layers visible.
Once applied to a slide, the base layer text is editable, 2nd is not.
I would love this functionality without the need for duplication on each slide.
