Favorite software to generate closed captions?

Hi all,

Could you recommend a program to auto generate closed captions/subtitles, based on AI? Specifically I'm looking for software which can handle Dutch language. 

I want the software to auto-generate the subtitles based on a video, the possibility to change the generated text, and export as .srt.

 

I've looked into: Youtube Studio, Kapwing, Triple8. Which is your favorite?

I've had good success with youtube, but it does require the videos to be uploaded in order to generate them. The job i'm at now deals with content that can't be put on youtube even if it's private so i've started using the newest update in premiere pro which can generate captions from audio. However, I don't see Dutch on the list of languages for generation (https://helpx.adobe.com/premiere-pro/using/speech-to-text.html#:~:text=a%20.SRT%20file.%C2%A0-,Supported%20languages,-English)

I've also used a free account using AWS (amazon web services) and they give you a free 60 minutes of transcription per month. After that it costs around $0.0005 US cents per second. The output of that gives a large JSON (javascript object) that can be converted to captions. I've made a tool for that, if you're interested. https://www.thejoshdean.com/captioneditor/
