So, I had a couple thoughts. Both involve the timeline. I'm assuming the audio begins at 0 on the timeline and ends at 32, but you would adjust according to where the audio starts.
One thought: if the only thing the layer has on it is the Finish button, you could eliminate the layer, and simply position the button on the timeline at 27 seconds.
Or, if you DO need that layer:
Position a shape offstage on the base layer at the 27 second mark. (offstage means literally off the slide).
Add a trigger to show the layer when the timeline for that shape starts.
