I am trying to force a user to read something before continuing, I understand that there is no true way to do this but I would like to at least force them to scroll down to the bottom of a scrolling text box before the next button shows ... is there any way to do this?
I've used a really long graphic matching the background color of the lesson to force the scrollable area to be longer. Adding blank lines, then a space or period works in a pinch. My preferred approach is asking them to enter a portion of a sentence deep in the text

You can use a javascript trigger to check scroll panel position https://discoverelearninguk.com/track-scrolling-panel-position-using-javascript-in-articulate-storyline/
Then you could release the next button. Of course you cannot force someone to read just force them to scroll.
You can put a button they have to click at the bottom of the scroll panel. Either a jump to next slide, or change state of next button.
