Format painter not working as expected

I have a drag and drop question with 6 numbered drop zones. On drop zone 1, I created a “drag over” state in which the number becomes the same color as the background. So when an item is dragged over the zone, the number disappears. This works exactly as expected.
I figured I should be able to copy this drag over state to the other drop zones, but when I do, the drag over state is created, but the font color is not changed so I have to go to each state and change the font color manually.
Shouldn’t the format painter make the changes to font color?
My storyline 360 file is included.

Thanks for sharing that file for me to take a look at.
I did some testing around this and I was able to see the issue in your file, but in a new file it seems that this happens when you're applying a format to a state that was created custom. If you are using the drop-down list to create a new state, then the formatting is applied. It looks like your state names do match the built-in ones, but do you remember if you typed it in yourself or selected it from the list?
