First, use the Crop tool to crop the character so the image is square.
The Width and Height fields show what the cropped dimensions are.
Next, open the Picture Shape dropdown, and select the shape you want the picture to be.
If you select the oval, the program will crop the image into that shape, based on the image's current aspect ratio. That's why you want to start with the image squared.

Finally, add a border to the picture.
I tried but it wasn't working :(
If Storyline isn't working as it should, try quitting it and then reopening it.
