Have to click Submit button twice to play interaction.

Hello: I have an interaction with a submit button and I have to click it twice to get the interaction to respond. In the triggers field, this trigger is at the bottom, below all of the change state triggers for the buttons. The up and down arrows for moving the trigger to the top are grayed out. Is the trigger sequence OK, or might it be causing me to have to click twice? Is there, perhaps, another cause? Looking for a solution so I can click once and be donw with it.
