Could someone please tell me why my questions do not appear unless I hover my mouse over them? I have tried to edit the states, but nothing works. I have looked everywhere for this solution, and no luck. This is driving me crazy! Help!
Also, I have added a screen shot of what it looks like in the edit mode and preview mode. Thanks for your help.

Few things to check:
if those suggestions don't work it's probably easier if you can upload your story file so forum users can offer a solution to your particular setup.
Bless you Wendy! It was the font color on White. How do I fix this so future questions do not change to the white background? Thanks again!

without seeing your file setup it's a tricky question ;-)
Here are a couple of tutorials about setting font colours using a theme or using the Home tab > Font option
