I updated yesterday and today the project I created lacks the entire right hand navigation panel - the one that shows all the triggers at the top and the layers at the bottom. I can't change any of the triggers because that whole side of the screen is missing. It cuts off right after the "preview/publish" button no matter how wide I stretch the screen. I'm assuming this was caused by the recent update as I didn't do anything different in creating my new project. How do I get this panel back? I can't work without it.
The panel is able to be hidden to allow you more screen "real estate" while working on the slide itself. If as Michael mentioned, you'd like to see a different behavior in future versions of Storyline please share your thoughts in the form of a feature request.

(2) Why the heck is the panel allowed to hide itself like that? Why is there not a clear and obvious menu command for something as crucial as this?

2. Let's call it a 'feature' that will hopefully be fixed in upcoming Storyline versions

Hiding is fine, it would just be really useful to have a little "tab" or something that stayed making it obvious it had to be pulled
Having all the windows completely "floating" would be even better...
