One easy way to do this is to take a screen capture of what you are wanting to be enlarged (it looks like the display resolution or screen display size, according to your image) and put it on a new layer. Then put a hotspot over that part of the base layer with a trigger to show the enlarged image layer when the user hovers the mouse pointer over that hotspot.

A second way would be to use a marker, and then add the screenshot of your enlarged view to it. Just be sure the marker dialog box is sized appropriately and that the marker itself is placed in an obvious location with regards to the actual spot on the initial image.
