Help with Next Button Based on States

Can someone help me figure out what I am doing wrong? I have attached a file for what I am trying to do. I want the next button to be disabled until users visit two different scenes in a project. I can't get the next button on the start slide in the attached example to change state to normal after users visit two different scenes. I want them to visit the two scenes and after they visit, the Next button on the start slide will enable and they will get to the success slide. I feel like this is something simple and it is driving me bonkers that I can't figure out what I am doing wrong! Thanks in advance for any help.

"When state of ..." is seldom reliable after jumping to other slides, and almost never when jumping to other scenes.

If you allow automatic decide or reset to initial state on the start slide (they both allow the timeline to start over), you can use this trigger:
