Help with Temporarily Disabling Submit Button

Howdy, all!

I am still figuring out all the features of storyline, as my last job didn't really let me touch it (we had separate writing and design departments) and my new job has be creating courses from start to finish. I am trying to disable the submit button on a free form drag and drop quiz question slide until learners drag/drop all four definition boxes over their corresponding term boxes. I found this tutorial (http://www.articulate.com/support/storyline/how-to-disable-the-next-button-until-users-finish-interacting-with-a-slide), but after following/verifying I followed the instructions, I am still able to click submit after only one state changed instead of all four. Is there some trick I'm not seeing?
