That is correct - the Hide Spelling Errors is a setting for the slide, not the Notes section. It's not logged as a bug, but I can submit it as a feature request on your behalf. Let me know if you'd like me to share the option for Hide Spelling Errors to include both slide text and Notes as a feature request.
Judging by the location of the option to show/hide (general options for Storyline), and the fact that it doesn't specify to show/hide spelling errors for the slide only, I would assume that the option affects Storyline in general, but upon further checking, I see now that it doesn't affect 'form view' for quizzes either.
