HotSpots and Layers

I have been trying to get a hotspot to work for a while and I just can't work out why it isn't working. It's got to be something really obvious that I am just missing.
I have a master template with branding on it, then I have put an image on the base layer, with arrows and circles pointing to the name of the piece circled, then I have put a hotspot around the information icon and arrow. It takes me to the layer, but nothing shows on the layer (my trigger is when the user clicks on the hotspot the layer shows and you have to exit using the cross button in the corner).
Are you able to advise please (file attached)?

This is what happens when I preview the story file you attached.
The only problem I notice is that the close icon has no background, so the click only works on the orange.
This is what I get. Do you think maybe i need to get my Articulate reloaded?
I'd give that a try, because I don't see any problems with the layer or the trigger.

It must have just been a gliche in the ionosphere because it's working now. And we have also had some IT updates happening. Thanks so much for following up everything seems to have sorted itself out. Weird!
