Hotspots on Multiple Layers

Hi All!

We have a hotspot drag-and-drop activity with multiple layers. When a correct or incorrect drop occurs, the next layer shows. If we have the hotspots in layer 2 in the same position as the hotspots on layer 1, the drag-and-drop is not recognized/does not work. If we place those hotspots in a different locations from layer-to-layer, they work just fine.

We have tried hiding earlier layers and fading out the hotspots before the next layer shows, but it doesn't change the behavior. I know this isn't a ton of information, but here's the question. Where would you look for the problem first? Ready, go!
