Hotspots, Layers and Triggers, oh my!

Hello,
I am trying to create a slide with hotspots that, once hovered over, will show a layer (fine and good). But that layer has a caption that I want to be clickable (to go to another slide). When I choose "Restore on mouse leave" so the layer goes back to Base Layer, the user can't click on the caption that popup.
My second attempt then made the hotspot itself have two actions: 1) hover over to display the new layer, and 2) click to jump to the new slide. Even though that sounds logical, it's not working. Can you have 2 actions (hover and click) operating on the same hotspot?
I think there's a way to make either of my methods work, but it's not working and I'd love to hear from StoryLine expert's advice. I have attached the .story file here. Look at slide 1.1. (slide 1.2 was another attempt with triggers).

The bottles is an answer to Prudence.
I think the restore on leave is overriding the click. The click changes the state, later the mouse leaves, and the restore on leave changes it back to the original state. There is no limit to how many triggers a hot spot can have, but the actions of some of them may counter the actions of others. If that doesn't help, start a new project, import only that slide, replace sensitive material with dummy material, and attach it here. You'll likely get a better answer.
Yes, it appears the Restore on leave is overriding the click. Pretty disappointing that this software can't fix that. Thanks for your reply though.

A couple of things I noticed and another question :)
1. The bottles were disappearing off the timeline before I could drop them anywhere. Not sure if you meant for them to be shown until the end.
2. In Form View, no drag items are designated.
3. What is the correct answer? Looks like you are saying it's the 90%, but if you have bottles disappearing, how is the user to correct their answer for submission?

Hi All,
I needed to re-start my machine in order to get the slide to work the way you all helped me, for some reason I seem to have issues with my storyline if my machine has gone days without being shutdown. I got it going and it's thanks to your help.
I am going to post in a different discussion, the issue of my slide numbering on this same module, I have tried everything ( reset player) and it's just now working.

best practice is to shutdown down Storyline each night and not leave the application open especially with a project file open - see this article for more information

Thank you so much, my slide is working perfectly fine now that I have shut down and started the machine again. Hopefully it stays this way :)
