You could set that button to be disable based on the Variables from the first exams results slide. It would be something like this "change state of Button X to disabled on timeline start: X timeline, on condition that Results.PassPercent is > less than the passing score." If you need assistance setting this up you could always share your file here.
Looking at the triggers on your 'Exam' button when the user clicks the button they will jump to the new slide thus not executing the second trigger that changes the state of the button.
Plus the change state trigger is applied to the button. Put it as a slide trigger instead (don't have anything selected when you add the trigger).

Here is what I have but its not working when I test it...the button is still enabled even though I got 50% in Exam one....see screenshot.
