How can I use drop-down options in a non-testing setting?

What I'd really like to do is have two drop-down menus on a slide.  The user selects one option from each drop-down bar, hits a submit button, and then is taken to a particular slide/layer based on his/her input. 

I'd do the navigation portion based on variables, but what I can't seem to do is add drop-down menus that aren't part of a matching or ordering question.  I can accomplish the same thing by laying out all of the possibilities on individual buttons, but that's a bit more cumbersome (in my opinion).

Any suggestions?
