There isn't a feature to keep the bullet sets you've created to add them in when starting a new text box. You could look at copying/pasting your set up text box and then change the text to have the bullets consistent.
But this method can use only when building a content or copy pasting from other sources, but when we do formatting for existing content it takes a efforts.
It will be great if we get any simple solution for this in next version of storyline. :)
