The best way to disable the tap pause/play feature is to add a 100% transparent rectangle over the top of your video. This will prevent users accidentally pausing the video. Note that it will also prevent laptop/desktop users pausing the video by clicking on it.
I can't give a definite answer on that as I haven't tried it, but I would have thought you would still have that capability as the mobile zoom is a phone/tablet capability whereas the "hidden rectangle" is restricting a Storyline capability. From the mobile device's perspective, you are simply zooming in on what is on your screen. The purpose of the rectangle is to prevent the user tapping to pause the Storyline content and should not affect the zoom.

Okay, but would't that disable the zoom in and out feature in mobile devices?
