My predecessor at my company would build programs that include reference material that shows up in every slide (except quizzes) and I cannot figure out he did it. In eh attached picture he has four tabs that show in every slide and I am trying to duplicate that.

I checked the slide master and nothing shows up on that. That is where I thought it would be as well. I also checked the individual slides for triggers or layers and I couldn't find anything. That is what stumped me - I could not find any way that those pages we accesses when I looked.
check the player - are they clicking the links in the top right? Could be links to lightboxes - otherwise if you can upload the .story file someone can take a look and try to help you.
