I would like learners to only be able to take a quiz once.
I have created number variables and triggers to adjust the number variables but when I publish the quiz and take it the first time, it allows me to take the restart the quiz. This also happens when I upload as a SCORM package to Canvas LMS
After taking the quiz, do you land on a results slide? Does the results slide include the button to "retry quiz?" You can remove that button if it does.
Also, you might want to have a look at your resume behavior for the entire course. If the learners can restart the course after exiting from the beginning, it will log a new instance of that course.

If there is any updated information, I am also interested in this answer. I want to be able to publish Storyline 360 as SCORM 1.2 for Canvas, have the first score reported to Canvas gradebook, but allow students to review the module again for practice without it changing their grade.
It may be worth reviewing the article below as it has helpful tips that will help with getting the behavior you expect in Canvas. Changing the Reporting Option might be a good first one to try:
