The default setting for a new .story is Prompt to Resume. This means that when running from an LMS or relaunching in the same browser and machine, it should cue the user and ask if they'd like to resume. There are three options under Player > Other under the option for On restart:
Prompt to Resume
Always Resume
Never Resume
If it's set to Prompt or Always in your .story and it's not resuming, it's possible that running locally it's not able to bring in the cookie or something is going on with the "Flash cookie".
