When you convert a question to Freeform, you still have access to the options (such as the number of attempts) under Form View. See below: Let me know if this is not exactly your scenario!

I'm not sure I fully understand your question: are you looking to add multiple attempts to a freeform question?
When you convert a question to Freeform, you still have access to the options (such as the number of attempts) under Form View. See below:
