Great question! Hyperlinks can be tabbed to without using a screen reader. I've tested this in our latest version, Storyline 360 (Build 3.50.24668.0), and I'm able to tab to the hyperlink located on a slide. You can see my test here.
I'd start by updating Storyline 360 in your Articulate 360 desktop app, so you're using our most up-to-date version. If you're still not able to access hyperlinks using the Tab Key, then we'll be happy to take a look at your project. You can share the .story file in this discussion or upload it to us using a support case.
