I created some animation using state changes thru the timeline. Although it looks as expected in the SL preview, after exporting (either to the LMS or Review) every State change flickers so the animation looks very choppy.
We are looking into a couple of issues with state change flickering in Storyline 360, so I'd be curious to have a closer look at your file. I'd like to verify that what you're seeing is related to those bugs.

Like I suspected, using the fade in/out on each State makes it worse in this case since the state changes are rapid and happen without user interaction.
I took a look at Eitan's case and saw that it was determined to be something with how the browser was rendering the state change. What browsers are you using? Can you check that you're using the latest update on the browser and try clearing the browser cache/history?
Can you expand on the down state fix? I'm currently experiencing the flickering issue and I'd love to be able to use any band-aids while a real fix is made.
It's unfortunate that this is an issue that has happened repeatedly over at least the last 7 years with no total fix.

One way you can soften the transitions between state changes is to use an old trick to create entrance and exit animations. Here's a quick tutorial:

I fixed my flickering image on the "drop over" state by adding a "down" state that was the same image.
