Inhibit NEXT button until all hotspot visited.

I am trying to build a slide that has 2 hotspots; I would like to inhibit jump to next slide until both hotspots have been visited.
I have set the hotspot variables to the false default and made the "ON CONDITION" to "equal to True" for both hotspots.
"Jump to next slide when the use clicks the next button If Hot1 is equal to True and Hot2 is equal to True"
When running the slide, the NEXT is inhibited but will not jump after both hotspots are hovered over.
Any advice greatly appreciated

you were just missing the triggers to change the false variables to true - the condition you were using in your Next button trigger
On each layer - set a trigger to adjust the variable to true when the timeline starts on the layer
e.g.
