Integrate the certificate the network identifier of the learner

I have a client who does not (in reality cannot) install an LMS platform. We are going to produce a "regulatory" Storyline module which will allow people who have reached a given objective (end of module quiz) to edit a certificate.
We can have the last name and first name of the learner entered directly by the latter for the edition of the certificate, on the other hand for a regulatory approach, it would be necessary to be able to integrate into the certificate the network identifier of the learner (intranet identifier or server identifier). This would really authenticate things.
For my part, I don't see how this could be possible without using advanced functions. Just to find out if anyone has an idea ? Good day to you.

You would have to do this using php whichj is server side, as javascript is client side and wouldnt give you anything reliable. You would ideally have a login and keep records of IP address, without an LMS this will be difficult.
