Reason I as is that I have a course with mixed target groups. You star the course by asking to which target group you belong. Depending on your choice different layers will be shown. Would be very nice to have the correct Notes field attached to the correct layer. But, I have submitted it as a feature request.

Made it long ago, really makes no sense at all as it is from an instructional design perspective.
