Is there a reason why we can't insert Zoom Regions on layers?

Just curious if there's a technical limitation or reason why we can't add a Zoom Region to a layer.

I know I can have user click and go to another slide and add the zoom region on that, but there are times where it feels like it would be easier for me to do it all on one slide.

If not, can I add that as a suggestion to be implemented?
