I could tell that you are using Storyline 3, so I took a look as well, but I was unable to replicate what you are seeing. Here's what I'm seeing.
Curious if the issue happens in any course you are working on or just this particular one? Also, are you on the latest update to Storyline 3, which is Update 6?

If you cannot re-create this in a new project, I would advise to import the file into a new one and proceed.
