The Articulate Storyline Player is contained in a single web page in the web browser. So when you click the "Next" or "Prev" buttons, the user is not going to a new webpage, which would normally start at the top of the page again. What is happening is that the user has to scroll down the entire browser screen because the bottom of the Storyline player is "below the fold," which means that the bottom of the player is not visible when the page first loads. When the user clicks the "Next" button, it loads a new slide within the player, but not a new webpage, so the user is still looking at the bottom of the webpage containing the Storyline Player.
You might want to speak to your client about possible changing the Player settings to the following:
Browser Size: Display at user's current browser size
