Item State Change Issues

Hello. :) I am currently creating an activity for an e-learning course and have been trying for days to figure out why some items won't change state when dragging them over a hotspot or background image. I've tried rebuilding the activity from ground up and it won't seem to work past the third item being dragged & dropped. In the attached activity file, the user drags/drops each "claim" to be filed in a Compliant Claim or Disease Claim folder. And when they drag the claim, the state of the claim should change to a smaller version of itself. This works for the first 3 claims but the forth claim and on don't change states to their smaller counterparts. I fill its probably an easy fix with adjusting a trigger or something but I can't seem to find the solution.

Following. I currently have a few "freeform" icons with a hotspot on them. I can't get them to change states either. Can freeform objects have "states"? the Option for States doesn't enable when I select the object.

Hi Kara!
Since freeform icons are made up of multiple shapes, you would need to change the state of each shape. Instead, I'd recommend adding a transparent square, edit the Normal State, and add the icon to the square. Then change the states of the square. Here's a peek recording of this setup.
Thank you Lauren. I was going about this all wrong and complicated. I had a hotspot over the freeform icon. But now, I've removed the hotspot, added my icon to the transparent rectangle and created a trigger on the rectangle to show my layer. I'm soooo excited! Thank you.
