I need a solution to let the learner take one attempt only and when he closes the quiz module in the LMS the timer will continue. when he back again he will find the rest of the time not the same time as when he closes the quiz.

You will not be able to do this with the built-in timer, you could use a javascript timer that locks the course when it has expired. Matthew Bibby has javscript that can be used as a starting point on his website.
I was a little lazy Matt, I was think of capturing a date stamp and running the timer inside Storyline for a visual representation, then when the course is reopened capture another date stamp and compare and see if there is time left or finish the quiz.
It is a reasonable amount t of work and the user changing their machine time would break it all.
