Jump to cue point not working from all layers

Hi, 

I am creating a course on storyline, and need the learner to be able to jump to each stage of the instructions. One of these sections begins 11 seconds into the layer so I have used a jump to cue point trigger. 

When previewing this, it only works from when you are already on that layer, for example, the cue point is step 2, if I access it from step 1 which is on the same layer, it works, however, if I'm on step 3 and try to go back to step 2, the trigger doesn't work.
