Easy enough with formatting of the image/jpg. As now you have 1 big image (Moodle roll-ver.jpg) for the background... With formatting you can easily change images to grey. Select your image, choose format and with Recolor you can set it to Greyscale. Here you see me changing a state for it.
However as you have only 1 bg image its harder to partly show/colorize elements. So go to Photoshop and cut the bigger image into parts and then do get them back into Storyline and you can create 2 states for any image. Greyscale and colored normal.

I did mean grey when I clicked on the info spots that reveal the layers - but what you have put has given me an idea anyway! So problem is solved!
