Layer not triggering

Hello all

In my attached example, 1.1 works perfectly.  When a variable exceeds a certain value and the slider is in either position 1 or 3, the layer "Propane" or "Natural" should appear (triggered by button 13 calculate).  Again, 1.1 works perfectly, but 1.2 does not.  All of the triggers appear to be identical, but the layer does not appear.  

To test it, slider should be left or right...90 and 45 elbows should be "yes" to open the number entry box (input 4 and 4).  Third number entry box (bottom) input 40 then calculate.  

Please help me find my error.
