Layer Pane has disappeared, can't get it back

I clicked something, the layer pane below the trigger pane on the right hand side has disappeared. I have read forums where people recommend moving your cursor to the bottom left of the screen until it becomes an arrow (and then, they tell me, I can get the layer pane back-- see image). However, this trick isn't working for me. Anyone have any other ideas
