Layer Properties dialog Window not visible

Help! I'm unable to get my dialog window to display for the layer properties on my external monitor.

My laptop screen is TOO TINY to work on Storyline, so I have an external monitor. Everything else seems fine except this. When I right click and select Properties, nothing happens. Has anyone else had this happen? And is there a fix? Maybe a way to force it to display? Also, just moving it to the laptop doesn't do it. I have to completely shut down and restart on the laptop screen to get it to show, and then I can't move it over to the large monitor display.  

I was hoping I could dock it like the layer panel, but can't seem to find a way. Wish this was an option! Hope someone can help.
