Layer won't appear on second view even when conditions are met

Hi,

I'm having trouble with the attached slide. I want the nextcha layer to appear only after all of the markers have been visited. This works the first time, but if the user gets the question wrong and has to re-watch the slide, the nextcha layer does not appear after the second viewing. Since the base layer is set to "return to initial state"  I'm not sure why it won't it won't reappear. All tips are appreciated!
