Layers and 508 Accessibility

I have developed a course in Storyline 3 that has gone through a 508 compliance review and failed because of the use of layers. When a layer pops, the focus does not automatically switch to the layer, so a visually impaired student does not know that anything has appeared and the button worked. They can tab and get to the content but they have no way of knowing if the content is because of the button or if they are just tabbing to the next content on the screen. Does anyone know of a way to fix this?

This is a major barrier: I use layers for everything I do in Storyline.
Matthew, I second wanting to see a "independent tab indexes for each layer that would take over."
This is a real problem for us, too. Any updates or new work-arounds?
Does this make using assessment questions with feedback slides impossible? Have I missed something?
Hi Amanda,
We had an issue where the Tab order restarted from the beginning when a layer is opened instead of continuing to the next item in the list, that was impacting feedback layers. That issue has been fixed in Update 19 of Storyline 360, and we're now on Storyline 360, build 3.28.18944.0.
Does that description match what you've run into? If so, can you check what update you're on?
Has the update been applied to Storyline 3 as well? I just posted a question about 508, tabbing/layers and we need to know if there is a solution
