Layers not showing / not functioning properly

Let me just draw you a picture of what this slide looks like:

Base Layer:

Audio, Images, Buttons. Triggers - Show layer 3 at timeline start, jump to other layers with button clicks.

Layer 1 & 2:

 Slider activity, move slider and images change states accordingly. Only show layer 1 or 2 at a once. Trigger: Hide other layer when timeline starts.

Layer 3: 

Always visible radial buttons. Choose ON or OFF to determine which layer slider activity (1 or 2) you will see. 

Now this is the issue: When I preview this slide, it starts out perfectly. Layer 3 shows, the buttons fade in, and I'm prompted to click it. However, when I click on the buttons, the layer does not appear. In fact, on those layers, I have it hide half of the base layer (and even experimented with it hiding all of the base layers via the options tab), and it does NOT hide anything, and it does not show the layer. And playing with the seekbar still shows me everything on the base layer... The layers, in the options, do not have anything selected, so it should not be hiding other slide layers at all. I tested adding another layer that was just a box with no variables or triggers on it, and that worked fine in showing. I have other slides in this project that have sliders on layers and they always show perfectly fine as well. But for some reason, this slide is being super glitchy and nothing I do is making it work.

Has anyone run into anything like this and does anyone have any solutions on how to make the layers work properly? Or did I just overload this slide with too many variables and I need to give it a break?

I made a one slide story file for you. Play around with it, change some variables, do whatever. I added two buttons on the slide that all they are *supposed* to do is jump to the layers. When you go into the layers and open the "Base Layer" visibility options, you will see that the majority of objects should not be shown.
