If you are talking about the built-in menu, the trigger is jump to slide. You can jump to any slide on the menu, but you cannot jump to headings you create unless they are the name of a slide.
I am unfamiliar with a built-in Table of Contents, unless you are referring to the Menu. Is it in a template you have? Can you describe it, or where it is, or send a picture of it? Maybe somebody that knows more about it can weigh in.
