If I am understanding correctly, you want a trigger to jump to a specific layer withing a slide?
You would not be able to do this directly, but you could achieve this using some different tricks. You can set a trigger to Jump to Slide to get to the slide you want in the different Scene.
On this slide you can have the layer in questions triggered to appear when the timeline of that slide starts.
If you need different layers to appear from different links - then you can achieve this by using variables. Have the item you are using trigger a T/F variable to change to true, then trigger to jump to the slide in question - and on that slide, have the layer appear when timeline starts on condition that the variable is True.
