LMS Incomplete Issue

We have developed a SL project for our client that is a system simulation module with numerous View it / Try It recorded simulations in it. The project performs as designed in the Articulate Portal. We are publishing to LMS - AICC - Incomplete/completed per our client's request as they use iContent (Success Factors) and have had success with those publishing settings. We have tried various ways for setting up the results, including Articulate's recommended blank results slide.  The course continues to show as incomplete in the LMS.

Per our case submitted to Articulate there isn't anything in the course that is problematic, when they republished the file to SCORM CLOUD it was still incomplete. The AICC cross domain issue has also been eliminated.  Has anyone had a similar issue and if so, how did you resolve it?  What are we missing?
