The Alt text is used for accessibility features, e.g. screen readers. The only way to display this text on rollover is to create your own rollover captions and cut&paste the Alt text into them. Sorry, there is no easier way to do this.
Gretchen, I was looking for the same thing and found a solution on another thread. The trick is to create a layer for each rollover you want and create a trigger for it:
