Master slide buttons

Hi, I have a button to open a resources layer on my master slide. Slides made from sub slides of this master have background graphics. These are on the slide timeline not master therefore they lay over the top of the master resources button. I thought I could overcome this by having the resources button in a layer on the master slide with a trigger to show that layer when the master timeline begins. However its still not appearing.
Is there anyway of having a master button appear on top of all graphics on slides made from that master? I'd hope to reduce the instance count.
