menu restrictions - advanced

I created a final quiz in my course. I use the cool feature, if participants get the answer wrong they are automatically taken to that slide to reread the material. I need the course menu so participants can quickly get back into the quiz to complete it.

However, I am noticing participants are finishing the course too quick. I think they are skipping to the final quiz and not reading anything. 

Is there a way to set the navigation menu to hidden, and release it when students view the final quiz slide?

Or any other idea that allows me to:

• Use the setting that redirects participants to the slide, when getting quiz questions wrong. 
• Without asking participants to click the next arrow a hundred times to return to finish the final quiz.
• While also preventing participants from skipping the content and going right to the final quiz.
