Do I understand correctly that on mouse hover you have to hide objects, and on mouse leave show it? Please select option "restore on mouse leave" when you add trigger "mouse hovered over" - I checked it and works.
In addition to what Kamil mentioned, if you're using the built in hover state, it should behave as described here - no need to add additional triggers which can sometimes mess with all the elements.
I have this same problem. I am changing layers and want to hide a text box on the base layer when I hover each of the buttons. I want the text box to reappear/return to normal state when not hovering. I have Version update 6: 1507.2315 Restore on mouse leave is checked.
I put a white rectangle on the slide, below all other objects and set its transparency to 99%.
I gave it a trigger to set the text box state to normal when the mouse hovers over it (which is anytime that it is not hovering over something that hides the text box).

The issue has been submitted for review with our QA team and while I cannot provide a timeframe for resolution, I will share any additional information I receive here in the thread.
It would make a lot more sense to just have a trigger for On Mouse Leave, instead of the strange restore function which only seems to work for certain things, in certain conditions which seem to be ill defined in the first place.
The feature requests can be submitted here and those go to our product development team and they'll be able to review and look at including in future updates or versions. We don't have a public roadmap, so there won't be an indication of where that feature stands but it's best to share it there.

I see that this is a recurrent problem that many people are having trouble with. After several years, is there a plan to fix it? It would be helpful to many people! Thanks!

This thread is a bit dated, so it would be helpful to know what version of Storyline are you using? The issue tied to this this thread is reported as corrected in Storyline 2 Update 5. Do you have a .story file to share as well?

Try this workaround.

There is still a concern that the 'Restore on mouse leave' doesn't actually perform as expected. I assume this is being looked at.
