Multiple drop and drag with text

Hi everyone - I am trying to create an activity where the learner has already been exposed to nine company objectives. I need to display the nine objectives and ask them to select their top three objectives that they can impact and role model within the company. I have tried a custom drag and drop - however how do I trigger the customer drag and drop to count up to three, then provide a text box that then requires them to input how they feel their choices are valid? I think a dummy submit button will do as we won't be collecting their feedback, its just an exercise for them to think about their role and the company's objectives. Building in Articulate to upload to Rise.. *sigh* My brain has stopped working :)
